How about a witch-doctor ? I could see this expanded into some kind of cheap Community Support Officer kind of story. Government introduce witch-doctors to relieve doctors work load etc. The witch doctor won't have the same powers as real doctors and will have to call one if the patient is REALLY Ill ...... etc etc.
