In the US, we pronounce our haitches, so it is a hotel no an hotel. But, we say erb and you say herb. Do you say "an herb" when speaking (as you will) of tarragon?
No sir, I most certainly do not say 'an herb of Tarragon ' because that would be stating the bleedin obvious. I do say a sprig of tarragon on occasion. I confess to using,a, when discussing Herp Albert & his Tijuana Brass on the Spanish Flea website
