Interesting - German capitalisation used in your headline - you must be a big fan of the EU?
Germans capitalise nouns (not all words), not just proper nouns like the English.
I capitalise all words in my headlines deliberately, as a compromise: I wish to reflect the style of a newspaper main headline which is usually entirely in capitals, but prefer to use lower case for the rest of each word to aid legibility.
I don't claim that this is "right", and it is a matter of style and preference in the case of headlines which, by tradition, do not necessarily follow normal rules of grammar or anything else.
As for being a fan of the EU: I am a fan of internationalism, rather than just favouring some particular group of countires. I am happy currently to own Czechoslovakian, French, Japanese and British motor cars, to have worked in the USA, to have studied German and French at school and to holiday in Wales, Scotland, Ireland, Greece, Turkey and India. I even visited the Isle of Wight - once.
In the scientific literature Journals published in the US use the above - everwhere else (other than Germany) uses the British typsetting convention, i.e. grammatically correct - due (it is said) to the domination of the early printing industry in the US by Geman immigrants. Bloody EU.
Easy solution - admit the USA to the EU. They'd love that.
