Social workers could not have foreseen the abduction of Nick Clegg by the Tories, a case review has concluded.
Clegg's disappearance in May sparked a £3m police operation and a nationwide search that ended when the twentynine-year-old was found hidden in the base of a divan bed in a flat at number 10 Downing Street, about a mile from his home.
