Criminals to need licenses

This is a good idea, considering the penalties for breaching licence terms will be more daunting than for committing crimes. The average lag would go straight rather than comply with the burden of bureaucracy.
What about poets?

New legislation designed to promote the arts requires that criminals are followed around in their day-to-day lives by a personal resident poet, who will document the whimsical side of a life of crime.
I envisioned a burglar applying at the post office for a license and an advertising campaign: "Get a burglar license or a criminal record, or why not get both?"
It might be like getting an Equity card - you'd have to get refences from at least two householders to cofirm that you really had thoroughly burgled their houses, before you got your full licence.
Now NB you know exactly what I meant!
