Needs to be differentiated from ‘retard oracle,’ - a term applied to Polly Toynbee, Richard Littlejohn and George Monbiot, for example. Especially as these tend to use retardorical questions in their columns.
Let's use it:
God's universe is vast and sticky, which rhymes with 'Vicky'. Coincidence? I think not. It has been said that God answers all prayers, all questions -- but that sometimes the answer is 'No'. My experience has been that the answer is 'Yeah, but, no, but...'
Ask a retardorical question, get a retardorical answer.
I think God's answer is more likely to be
"Good question ... glad you asked me that ... however I think the question you should really be asking is ... let me answer your question in the following way ... no, no, I am answering your question ... what you need to bear in mind is that compared with when the Devil ran the universe, the economy stagnated and unemployment was at an unsustainable level ... "
