Hi Lindy "return to work" is a phrase often used in reporting Trade Union disputes in newspaper headlines without the infinitive marker "to", e.g.:
Grammatically dubious, but in common newspaper usage.
That's right, Lindy. By leaving out the word "to", the statement implies that God has been off work for some considerable time, explaining phenomena such as galaxies spiralling dangerously out of control, horrific disasters, homeopathy, unanswered prayers and creationism ... which is pretty good value for a reasonably short headline.
Mind you, having had to explain it, I don't expect any stars.
