Why Cobra? If it is the snake I may have missed a story, if it refers to 'cabinet office briefing room A' it's not anything to do with them. Would work without Cobra reference
I quite like "A Cobra asks..." like it's a talking snake or something. And you could write "have a sssstab" in quotes, so you know it's about a talking snake.

Could perhaps say that Cobra wants fewer government cuts? That they worry about police funding being slashed?
Yeah, but I think the talking snake adds an extra dimension.
You've got the "have a stab"/"knife" gag, but then, Woah!!! what's this? A talking snake is saying all this? Well of all the things... etc...
It's a bit "mental", but I like it. I think weematt should leave the talking snake angle in...

The Cobra reference is meant to make the sub topical as they met recently to review and react to the Woolwich murder which we all know involved knives. I agree it works without the Cobra reference.
You could have a left alert with this picture - it could be the "news cobra" or something like that, and it could do a pun every week or whenever, but hiss whenever there's an "s" sound in a word.
[EDIT: If there wasn't an "s" sound in any of the words, you could just add "Ssssss!" at the end of the pun, so that you know it's a talking snake saying the pun.]
[EDIT2: extra level of comedy, by the way, because the picture isn't even a real cobra. It's a rubber one...YIKES!]

Personally, I think it's better if you eliminate the redundant Cobra reference and the pun.
You then you end up with "Home Secretary to have a stab", for which I'm sure there'll be many volunteers among the Cabinet alone, and perhaps millions among the wider electorate.
