Meant to reflect the poverty that these poor beggars have to endure, even when they haven't got slum factories collapsing on top of them - not an insult to them.

I think this shows much about us and our western sensibilities. sredni vashta might have gotten away with it, much as Mel Brooks did with Springtime for Hitler and Germany - look out Europe, we're going on tour
Get the explained angle, but still not a funny for me- its more a sad commentary, making a valid point.
As always, the quest for the edge means approaching the line...or something.
