Chancellor George Osborne yesterday confessed he was at a loss to understand how serial killer Dr Harold Shipman could have murdered 250 people without, like Mick Philpott, being on benefits.
'Dr Shipman must have been on a benefit of some kind,' Mr Osborne said. 'You don't around killing people unless you're at least signing on for JSA. Frankly, I'm baffled.'
Criminologist Dr Jennifer Narrow said the few cases with a link between welfare benefits and arson involved the burning down of JobCentre Plus offices by disgruntled claimants.
'People on benefits,' said Dr Narrow, 'are no more likely to slaughter people, than hard working families.'
But recent research has shown that millions of welfare benefit claimants have said that they would like to murder George Osborne.
