you could expand this out to a story loaded with pathos as disadvantaged familys save all year and are confronted with a scam to top the New Forest CrapLapland scandal.

You could weave shadowy criminal masterminds in there like Mandelson or Hunt, and perhaps some expenses-related explanation for the mismanagement of funds. Or make it Austerity Funland.
