There's a tiny village by Rutland Water which was famously twinned with cities like Paris. Shit story because I can't remember the village name or where and why it was twinned. The work of the local publican I beleive. It was funny at the time. I recall they also twinned themselves with Bombay to promote the pub's curry night.

Dundee is twinned with Dubai, Alexandria (USA), Nablus, Orleans, and Wurzburg.

Given that twinning is used solely to give busybodies a free holiday every year with council money, why would you choose Astana?

Actually, after thinking 'Why don't I just look it up', I just did. I am now too bored to care.
I once went to a local parish council meeting (due to a dull planning application to cut trees down in a conservation area). Anyway, amongst the items discussed was a letter from a French village, enquiring about the possibility of twinning. Without implying that the parish council are at all insular, the essence of the conversation was "Why would we want to be friends with a bunch of Frogs?" and "I don't want to go to France and I don't want any of them coming over here either." The clerk got an action to politely tell them where to stick their ideas.
