How on earth does McShane get away with dismissing complex fraud as 'a bit of foolishness'?

How can the Parliamentary Committee get away with "suspending him for a year"? How does ANYONE get allowed back into any public job (or any organisation trusted with the money of others), when they have been proven to have (1) no integrity (2) systematically committed fraud. (allegedly)
