Syrian President 'delighted' to achieve Investors in People 'Civil War' status

Sorry, I think I need a clue as I haven't one at the moment.
Yeah, but think of all that paperwork it's created. Geneva Convention accreditation is a beaurocratic nightmare.
If I was more cleverer I'd put a link here but this will have to suffice:
BBC News site: "The International Committee of the Red Cross (ICRC) says fighting in Syria is so widespread that the conflict is now in effect a civil war.
The change in status means combatants will now be officially subject to the Geneva Conventions, leaving them more exposed to war crimes prosecutions."
Story was on BBC R4 earlier today
Thank you for the explanation dvo4. I totally missed any mention of it on Smooth FM, probably because I don't listen to that either. I'm sure that as no one in the conflict gives a toss about the Geneva convention the killing will become much more regulated very soon. It's just as well Kofi Annan is as affective as usual.
Does a Civil War have a dress code and strict etiquette then? Napalm passed to the left and ladies withdraw before the toenail matches are lit?
