Someone help me out here - I don't understand the concept of a technocratic government.
As far as I can tell, when public confidence in the elected government has fallen so low, they cart them all off and bring in the 'technocrats', the implication being that these are the professionals, sorting out the mess that those bungling amateurs left behind.
Who are these people? Why aren't they running the country now?
