A lot of these problems could be solved by having better schools with bigger car parks, perhaps with a simple obstacle course or rock face to traverse to keep out the riff-raff.
Or charging for primary education upwards. That's the natural progression: no point wasting teachers on children that are as dull as soup.
I strongly suspect it's the lazy poor who are to blame, cluttering the place up with their non 4x4-friendly children. Do window cleaners and Tesco's till operators really need an education?
