Observers were taken aback and some questioned the seriousness of the latest Russian proposals for extending current disarmament agreements between world powers. Two junior officials called a press conference where they listed a range of new "frameworks" for negotiations with the West. This began with the Two-Way Armament Treaty which it was suggested could be supplemented with a Treaty on International Testing to be overseen by the Central Organisation for Control in Krakow. Many reporters left the room as the second of the junior officials pushed the other aside saying "No wait Sergey, I've got a better one... We will form a Committee for Unilateral Nuclear Testing" though the reporters for the Sun and Daily Mail were both seen to be excitedly calling their editors and calling out helpful suggestions for words beginning with K and F.
