Local authorities round the country have been running undercover parking attendants in a bid to collect more revenue from illegal parking. “It started quite simply,” said Sandwell Council parking services director Jeremy Davis. “We trained some personnel to operate in plain clothes, so they could issue tickets without scaring drivers off.” The idea spread and escalated in nearby Birmingham, where a female officer befriended and eventually married Mike Higgins, a driver known to be a serial parking offender. She kept Mike and his car under close surveillance throughout the marriage
Higgins is now receiving therapy. “The marriage was great, we had two lovely kids, then, just after our third anniversary, my wife issued me with 148 fixed penalty tickets and fines of over £26000. That’s not all. She posted 47 photographs of my car on single and double yellow lines on my Facebook page. In one of them my wheels are inside the bay, I swear.”
Westminster Council went one step further, infiltrating the American Embassy with an undercover parking attendant posing as a secretary. The Embassy has famously racked up millions in unpaid parking fines, each time claiming alleged offenders were picking up an urgent prescription from the chemists. The Westminster mole in Grosvenor Square started an affair with top US diplomat Joseph Larraby. But she eventually blew her cover. “I knew something wasn’t right from her love letters,” said Larraby “they were always in little plastic envelopes, which she tucked under my nearside windscreen wiper.”
