The British Model of Policing that involves a cheery smile and many hours of form filling would collapse if officers actually intervened in disturbances. 'We can't use water canons because we only have 4 and they are all in northern ireland and no one is trained to use baton rounds and that would take at least 18 months. Police spend months showing new recruits to bend at the knees with hands behind their back saying 'Ello ello ello. What's all this then?'. We find this is the model that works with the human rights act. To suggest we leave this model would be a failure.'
