Following new evidence that has only come to light over the last 2 weeks, the International Criminal Court has added new charges to those Mr. Mladic is already facing. This new video evidence shows Mr. Mladic driving a tank whilst waving a machine gun in the air supposedly to raise morale amongst his troops. Only recently it has transpired that Mr. Mladic’s driving license did not include the appropriate category for tanks and it appears that he had no 3rd party liability insurance effective of the vehicle.
Prosecutors also wanted to add the charge of driving without due care and attention, but it would seem that whilst the then Yugoslavia had strict rules covering use of mobile phones, there were no rules regarding use of weapons whilst in charge of a vehicle.
