I'd go with 1918- end of first world war.

Though would be interesting to find out which air force has shot down the most planes.

RAF must have a shout if you count the RFC's efforts in World War One, then World War Two and a smattering in Korea, Falklands and Gulf War(though not many planes flying against them there).

USA would have significant numbers in World War Two, Korea, Vietnam and the Gulf

Germany roared off to a good start with World War One and Two, but their subsequent withdrawl from any non-domestic warfare would have hit their scores hard.

Japan and Russia very much an outside bet. French virtually a non-runner. No other contenders springing to mind. May come down to a decision on whether the Polish and Czech pilots flying for the RAF count as RAF or home nationality...

Over to someone who can find this sort of stuff out....

I'd guess that the Krauts win on both counts, shooting down more and having more shot down.
Hope I haven't been racist there, even though I'm the same race. Perhaps I should have called them Boche or the Hun.
