The deterrent story was used to argue the lower crime rate in switzerland by the gun lobby a long time ago, claiming that, as nearly everyone had a gun in the house, it acts as a perfect deterrant. Once drove through the alps not knowing they had an army training day there and wondered if war had broken out as a lot of people walked about carrying automatic weapons.
