Weirdos who like to look at stones. In many ways it would be a great place to set up a human culling farm. Anyone who goes to look at a bunch of stones can't complain if they are taken to one side and shot.

If it did not have so many gaps between the stones and it had a roof then no one would hear the complaints, or the shots.
