A government-funded organisation has suggested that those who overpaid on the PAYE system be given an equivalent list of those who have underpaid enabling them to “Pop around” and collect their dues, thus reducing the strain upon HMRC workers. It also suggested that a booklet, “Rough-guide to debt collection” should be supplied with each debtors list.

I'm giving this 5 stars, Mr H.T. Zero, because it seems to have more promise than one I made earlier. The jagged loseness of the opening allows development as a lottery scheme suitable for Friday night drawing, where Mr Zebediah Broughstouten of Tunbridge Wells tax overpayment is paired with the underpayment of Mr Sheamus O'Donoghue, NI quite by chance and the amount to relcaim personally announced nationally.
The BEEB will like having this to do, the Maily Dale will be able to report conveniently on the bailiff's behaviour (or police SWAT teams) and the admin fee which would have been fruitlessly paid by HMRC will in fact go to the BEEB for running the lottery, thus avoiding any hike in licensing fees for as long as the scheme continues.

Not at all: it's showing promise for a mid-sized FP special, where many HMRC themes could be joined up. I urge you to give it a shot.
