I think sorting out the cash problems in the Cayman Isles would contribute more to the exchequer than targeting window cleaners or the guy who fixed your gate post.

A few years ago, I spoke to a builder friend about this. He didn't know anyone in the trade who bothered much with VAT, and he knew hundreds of people. All financial records were made up, I guess. It's a huge problem, but of course if everyone paid VAT then prices would go up (a) because of the 20% VAT (b) to pay for proper accounting practices

I think improper accounting practices usually cost more than proper ones. At least that's what a friend told me who had to look for that kind of service. Ahem.
