Their key assessment was concluded on the basis of a comprehensive cost-benefit analysis, that included all significant factors, vectors and second-order effects. A supporting statement has confirmed that &#34;Death, War, Famine and Pestilence are all adequately covered by existing government policy, and there is little scope for further improvement through outsourcing to specialists. As such, we are unable to identify adequate returns from entering the UK market, at least in the short term.&#34;
