			<description>&#60;p&#62;In what is seen as a largely symbolic gesture, the Silk Commission has suggested giving the Welsh Assembly power to set its own income tax.&#60;/p&#62;
&#60;p&#62;The changes would make the Welsh government responsible for raising around a quarter of its own budget, in an ideal world, however seeing as Wales derives its income from taxes paid by English people, living and working in England, the power is seen by many to be relatively pointless, similar to giving the Cornish a say on taxing their own electricity.&#60;/p&#62;
&#60;p&#62;Welsh Labour ministers also want to see the power to set stamp duty paid by house buyers and air duty for long-haul passengers, transferred to Cardiff, both of which are seen as equally pointless and redundant.&#60;/p&#62;
&#60;p&#62;Although in a giving mood, the Silk commission stopped short at suggesting that Wales be able to set its own business rates, indicating that the suggestion was overly comically and a step too far.
