According to extracts from the files the original idea was to hide government incompetency by making their failings appear to be part of an elaborate conspiracy.</p> <p>"After the shooting of JFK we didn't want the public to believe that security around the president was so weak that one guy with a rifle could just stand on a grassy knoll and shoot him in the head. So we wrote a report with a magic bullet ricocheting in all directions and planted evidence of a vastly complex cover-up which made it look like we had something to hide that was much more impressive." admitted one of the conspiracy theorists conspirisists. The files also state that the government had looked into faking the moon landings but there was always some problem with shadows on the photos or a bit of grass or somethiing so in the end it was decided it would be easier just to send somebody up there.</p> <p>The scheme really came into its own in the wake of 9/11 when none of the security servies wanted to admit having being overwhelmed by a few isolated terrorists with limited training and no resources and so great pains were taken to ensure that the attacks could be made to look like part of something bigger.
