Nick Clegg has repeated his claim that the Coalition contract is ‘broken’ after the Tories laid out plans to raise the bar on what represents ‘proportionate’ force when defending a home against burglary.

Prime Minister David Cameron said more protection for people who confront burglars would provide "certainty", while Justice Secretary Chris Grayling went further, indicating that house-holders who take a gun to a burglar’s head would receive greater legal protection.

Grayling said: “Clearly if a homeowner is greeted by a burglar intent on casing the joint in the middle of the night, it is entirely reasonable and justifiable to tie them up, drag them outside and shoot them in the back of the head.”

Clegg reacted angrily to the comments, saying: “Within a Coalition agreement, one party cannot pick and choose a policy to pursue willy nilly, and it is clear that the contract between the Lib Dems and the Tories is now broken. As leader of the Lib Dems, I must stand up for the party’s interests, and our view is that when confronted by burglars homeowners should give them a cup of coffee and invite them to loot at will.

“Only this weekend I am inviting burglars into my home in Putney, offer them tea and Mr Kipling French Fancies, and encourage them to fill their bags with as much of my belongings as possible.”
