"I just cant believe things were allowed to go this far. I told the police a number of times how our daughter would go out in the early afternoons saying she was going to meet her friends in the shopping precinct only to come home about 2 hours later with her nails done and her eyebrows plucked. She was only 18 for God's sake!".</p> <p>A spokesperson for Rochdale social services said "We realise mistakes have been made and lessons have to be learned and the people of Rochdale can rest assured nothing like this will happen again for a good few weeks or at least until the media have got off our backs"</p> <p>Nesmith will serve at least a fortnight of her sentence before becoming eligible for parole. </p>
