			<description>&#60;p&#62;Disabled  and elderly residents of a small West Midlands town have reacted angrily, following the installation of a tramp outside their local library.&#60;br /&#62;
Wheelchair user Jack Payne had campaigned for an access ramp on their behalf for almost three years and was delighted to receive confirmation that their wish was to be granted.&#60;br /&#62;
The mistake only came to light when a partially sighted member of staff attempted to unlock the building and stood on the man's face.    Local vagrant Tom Thumb has agreed to remain in place with a section of MDF board and act as a ramp until the work is properly complete.
