			<description>&#60;p&#62;A story quoted a landmark case where a man jumped in the sea to save his dog; he got into difficulties and a policeman jumped in after him, and another to help him. Three people drowned in total, another three policemen nearly drowned jumping in to help their colleagues.&#60;/p&#62;
&#60;p&#62;Difficult to have an overarching policy, but that is perhaps the grounds for emergency services not to risk themselves and their colleagues...'the domino effect'

			<description>&#60;p&#62;I'm reckoning that if it was a model boating lake they might have been confused by the 'scale' issue. They may heva thought the depth was 3ft is scaled up by 1/72 (sorry, failed my maths O level and can't do complex operationms with the calculator)
