In the first of many appointments, the council has appointed a Baffling Job Description Csar, with a brief to introduce a suffocating air of pretentiousness across the entire organisation.&#60;/p&#62;
&#60;p&#62;New Director of BPSJD (baffling public sector job descriptions) Simon Quicke has pledged to create a paralysing culture of self importance in the council. 'It's vital that we engender an holistic commitment to confusion right throughout the value chain, whether you're a staff member, a stakeholder or just a plain citizen,' he said.&#60;/p&#62;
&#60;p&#62;Recently there have been mounting fears that too much daylight was being let in on the magic of local council affairs. 'If the public knew half of what goes on in the council, they'd want some of the action,' said one Climate Change executive.
