Barry Hamilton, a leading authority on British history and the decline of a once proud nation, was speaking from the bar of the Olde Harrow Inne, in Cheam Village yesterday, when he made the announcement. Some witnesses argue that the revelation, which took its audience by surpirse, was planned, while others have speculated that even Hamilton did not know it was coming.&#60;br /&#62;
'At this time of the afternoon, there's no guessing what he might say,' said one Hamilton watcher. 'I don't think even he knows.'
