Mike Fisher from the council said, "look it<code>s not hard,blue bins are for paper, green for gardening and black for everything else."The council has threatened to not collect the bins if serial killers don</code>t comply.One serial killer who refused to be named said,"this bin madness is ludicrous,I pay my council tax like everyone, I just this they are being pedantic."
