Pickles says the initiative – dubbed SPLIFF (Smoke Promotes Libraries Insuring Future Funding) by the policy wonks at DCLG - will generate revenue and encourage more readers into libraries.</p> <p>Responding to the announcement, CILIP, the Chartered Institute of Library and Information Professionals, expressed concern at the effect excessive giggling and loud music might have on ordinary library users trying to study, read or find information.
